Born in Kahta in 1971, he completed primary and secondary school in Kahta and high school in Keçiören Medical Vocational High School in Ankara. He graduated from Istanbul University Faculty of Law in 1995. He worked as a freelance lawyer. He completed his master's degree in the Department of Leadership and Global Entrepreneurship at Hasan Kalyoncu University - Istanbul University joint programme. He served as Deputy Provincial Chairman in charge of Organization in Virtue Party in 1999-2001. Being among the founders of AK Party Adıyaman Provincial Organization, he served as AK Party Adıyaman Provincial Chairman for 5 years between 2002 and 2007. In the General Elections on 22.07.2007, he was elected as AK Party Deputy of Adıyaman for the 23^rd Term. During this period, he served as Vice Chairman of Election Affairs at AK Party Head Office, as a member of Executive Board of AK Party Group in TGNA and as a member of TGNA Justice Commission. In the General Elections on 12.06.2011, he was elected as MP for Adıyaman for the 24^th Term and in the General Elections on 07.06.2015, he was elected as Adıyaman Deputy for the 25^th Term and served as Deputy Chairman of AK Party Group in TGNA during 24^th and 25^th Terms. In the General Elections on 01.11.2015, he was elected as AK Party MP for Adıyaman for the 26^th Term and served as Deputy Speaker of TGNA. In the General Elections on 24.06.2018, he was elected as MP for Adıyaman and firstly served as Chairman of Disciplinary Board of AK Party Head Office and then as Chairman of the National Defense Commission of TGNA.

On 22.06.2023, he was appointed as Deputy Minister of the Ministry of Labour and Social Security.

Atty. Ahmet Aydın is married with two children.

Lutfihak Alpkan was born in Istanbul in 1969. He graduated from the Department of International Relations at Marmara University. He completed his postgraduate on Political Science and International Relations at Boğaziçi Univertsity and on General Management at Gebze Advanced Technology Institute. And he studied his doctorate on General Management at Gebze Advanced Technology Institute.

He became Associate Professor of Management and Organization in 2004 and Professor in 2009. He undertook various administrative positions such as Head of Department at Gebze Institute of Advanced Technology and Istanbul Technical University, Director of Social Sciences Institute, Acting Dean, Director of Application and Research Center, Consultant to the Rector and Vice Rector.

Alpkan, who is still a member of the Presidential Social Policies Board, previously served as Deputy Undersecretary of Public Order and Security and Advisor to the Minister of Interior. He is also the Vice President of the International Strategic Management and Executives Association and the President of the International Strategic Management Conference.

Alpkan speaks English and French. He is married and has two children.

Born in Mercan in 1965, Mr. Ertem attended secondary school and high school in Erzurum after completing the primary school in Mercan.

He graduated from Istanbul University, Faculty of Political Sciences, Department of Public Administration in 1987. In the same year, he started his master's studies at Istanbul University, Institute of Social Sciences, Department of Political Science.

He earned his Master's Degree in 1990 with a dissertation titled "Practices Related to Foundations in the Early Years of the Republic". In the same year, he started his PhD at Istanbul University, Institute of Social Sciences, Department of Social Structure and Social Change.

In 1997, he completed his PhD with a thesis titled "Foundations in terms of Social Integration in the Ottoman Empire and the Republican Period".

He conducted all his academic studies on foundations. He has expertise and studies especially on regulations to be made in the foundation legislation as well as community foundations.

He started his professional life in 1988 as Assistant Inspector at the General Directorate of Foundations. He was appointed as Inspector in 1991 and as Chief Inspector in 2002. He worked as Director of the Regional Directorate of Foundations of Istanbul between 2002-2007. In November 2007, he was appointed as the Deputy Undersecretary of the Prime Ministry.

He served as the Director General of the Directorate General for Foundations between 14 October 2010 and 26 December 2019. In December 2019, he was assigned as the Deputy Minister of Family, Labour and Social Services.

Following the reorganisation of Ministry of Family, Labour and Social Services in 2021, Mr. Ertem was appointed as the Deputy Minister of Labour and Social Security.
