EU-Turkey Negotiation Process

With the start of full membership negotiations with the European Union on October 3, 2005, our Ministry carries out the necessary work in 13 negotiation chapters, especially in the chapters “Free Movement of Workers No. 2” and “Social Policy and Employment No. 19”.

Within the Ministry, all activities related to the negotiations and harmonization process are carried out under the coordination of our Directorate General.

Chapter 2 on Free Movement of Workers

The concept of Free Movement of Workers refers to the unhindered movement of labour, like other economic factors, within the EU single market. Free movement of workers is one of the 4 fundamental freedoms of the EU single market. The chapter covers Access to the Labour Market, European Employment Services Network, Coordination of Social Security Systems.

In Chapter 2 on Free Movement of Workers, “explanatory session (screening meeting)” was held on July 19, 2006 and “bilateral session (screening meeting)” was held on September 11, 2006. The screening report has not yet been officially transmitted. The chapter is among the chapters unilaterally blocked by the Greek Cypriot Administration of Southern Cyprus.

Chapter 19 on Social Policy and Employment

Chapter 19 on Social Policy and Employment covers Labour Law, Occupational Health and Safety, Employment Policy, Social Protection and Social Inclusion, Gender Equality, Anti-Discrimination, Social Dialogue, European Social Fund - ESF. Necessary work is being carried out to transpose the European Union legislation in these areas into domestic law, to ensure effective implementation and monitoring, and to improve the institutional capacity of the relevant institutions in the meantime.

The screening process of the chapter was completed with the explanatory session (screening meeting) held on February 8-10, 2006, the bilateral session (screening meeting) held on March 20-22, 2006 and the process was completed with the “Screening Report” prepared by the European Commission.

With the Screening Report, 2 opening benchmarks were introduced for the opening of negotiations in the chapter.

  • Harmonization of trade union rights, in particular the rights to organize, strike and collective bargaining, with EU standards and relevant ILO Conventions.
  • Submission of an action plan for the progressive transposition, implementation and enforcement of the acquis in the areas covered by the chapter.

EU TECHNICAL ASSISTANCE AND INFORMATION EXCHANGE OFFICE (TAIEX)

TAIEX is a program to support beneficiary countries in the transposition, implementation and enforcement of the acquis communautaire. The program, which is open only to public institutions in Türkiye and other participating countries, provides support under three headings: study visits, expert requests and workshops.

Within the scope of the working fields related to our Ministry, our General Directorate carries out the coordination and follow-up of the applications under this mechanism which operates upon the request of public institutions.
